Daisuke Kyogaku, Deputy Director, Cyber Section, Fire and Corporate New Business Department

In 2015, he developed the first "cyber risk insurance" among Japan's major non-life insurance companies. He led the cybersecurity business at Tokio Marine & Nichido Fire Insurance Co., Ltd. He has also served as a part-time lecturer at the Tokyo Denki University Special Course in International Cybersecurity (CySec), a core member of the Japan Business Federation's Cybersecurity Working Group, and a member of the Ministry of Economy, Trade and Industry's Industrial Cybersecurity Study Group.

After working for a software vendor, he joined Microsoft in 1994, where he led the overall marketing of Windows as General Manager of System Products after serving as Director of Marketing and Public Relations. He is a member of the Cabinet Cyber Security Center Review Committee, Chairman of the Expert Committee Investigation Committee of Handa Hospital, Tsurugi Town, Tokushima Prefecture, and Security Advisor at Osaka General Medical Center and Okayama Prefectural Psychiatric Medical Center.

 

  • Title of the lecture: "Crisis management response when a security incident occurs from a lawyer's perspective"
    • Summary of the lecture:
      • Responding to security incidents is a type of crisis management response.
      • The initial response that must be taken, and preparations that must be made in peacetime in order to be able to respond quickly
      • An overview of the key points for initial responses from the perspective of a lawyer who supports security incident response

Speaker profile:

Daisuke Tsuta, Mori Hamada & Matsumoto Law Office

His main areas of expertise are cybersecurity, personal information protection and privacy, and IT/ICT. He is a former senior cybersecurity analyst at the National Center of Incident Readiness and Strategy for Cybersecurity (NISC), Cabinet Secretariat. He has served as an expert committee member for the Ministry of Internal Affairs and Communications, the National Police Agency, the Ministry of Economy, Trade and Industry, and others. His recent publications include "Cross-Sector Cybersecurity Law" (serialized in Shojihomu NBL).
